PROBLEM TO BE SOLVED: To provide a sheet-separating feeder that separates and feeds loaded sheets in a more simple constitution compared to conventional ones, without causing structural complexity and cost increase of the sheet-separating feeder, and to provide an image forming device. SOLUTION: A driven roller 41 is rotatably supported with respect to a driving roller 40 in accordance with the lifting/lowering of a bottom plate 60. A lifting/lowering motor 103, a rack 61 and a pinion 62 move the bottom plate 60 to a proximal position, which is an attracting position of the driven roller 41, to bring a top sheet S1 of the sheets loaded on the bottom plate 60 into contact with a belt 42. Then, the driven roller 41 rotates with respect to the driving roller 40, thereby the belt 42 attracts the sheet S1. Meanwhile, the driven roller 41 moves the bottom plate 60 to a separate position, as a flipping position, and the driven roller 41 rotates with respect to the driving roller 40, thereby performing a flipping action with the belt 42 inclining with respect to a sheet bundle S, causing the sheet S1 to separate from the loaded sheet bundle S.
