PROBLEM TO BE SOLVED: To provide a panel for information display in which long period use of a mask used when a particle group is filled is enabled to improve productivity, and a panel for information display in which positional deviation of a mask is prevented so that a particle group is enabled to be surely dropped in a desired cell, and a method for manufacturing the same. SOLUTION: The method for manufacturing a panel for information display includes: a mask placing step in which when a particle group 3 is filled in a cell 7 on a substrate, a mask MS having an aperture part corresponding to an aperture of a cell 7 is fixed and placed on a partition 4 while performing positiosingoning so that the aperture of the cell corresponds to the aperture part of the mask; a particle group filling step in which the particle group is placed on the mask, a particle moving member PC is moved while the menver is pressed to the mask, and the particle group is filled in the cell on the panel substrate from the aperture part of the mask; and a substrate sticking step in which the two substrates are stuck by adhesive arranged to at least one part of the partition upper plane part.
