PROBLEM TO BE SOLVED: To provide a paper feeder applicable to high-speed machines which prevents multiple feeding and non feeding even when temperature and humidity environment is changed; and an image forming apparatus including the paper feeder. SOLUTION: The paper feeder includes a paper mounting table mounting stacked papers and moving vertically; a paper position detection means for detecting the uppermost paper position; a paper feeding position changing means for maintaining the paper position at a predetermined paper feeding position; a delivery means for delivering the uppermost paper; a paper feeding roller for receiving the paper; a separating roller for preventing the multiple feeding which is pressed into contact with the paper feeding roller; a tilted surface holding member disposed between the paper feeding roller and the delivery means, and including a tilted surface which the distal end of the delivered paper abuts against and climbs over; and a temperature detection means and a humidity detection means for detecting ambient temperature and humidity, respectively. When the temperature and the humidity detected by the temperature detection means and the humidity detection means are lower than the values of low temperature/low humidity reference values, the uppermost paper position is changed to a position higher than the predetermined paper feeding position.
