PROBLEM TO BE SOLVED: To provide a cosmetic composition which is excellent in usability, has an ultraviolet protection function and water resistance, and hardly releases any offensive odor. SOLUTION: The cosmetic composition comprises (A) a modified powdery material prepared by coating a surface of a basic powdery material having the ultraviolet protection effect with a silicone compound having a specific structure and (B) an inorganic or organic hydrophilic powdery material, wherein an aqueous component is emulsified or dispersed in an oily component.
