PROBLEM TO BE SOLVED: To provide a monitoring system 1, a monitoring device 110, and a monitoring program capable of keeping track of action of people who may move to various areas and easily discovering a doubtful person with sufficient accuracy, in order to improve the security level. SOLUTION: The monitoring device includes a camera 44, an action recognition portion 22, a memory 26, a singular point extraction portion 24, and an information output 25. The camera 44 photographs a monitored object area E continuously to obtain a photographed image 11 continued in time series. The action recognition portion 22 extracts a person from the photographed image 11 continued and obtains action information of the person. The memory 26 stores a singular point determination data file 63 showing a singular point to be an object of detection. The singular point extraction portion 24 determines whether the action information corresponds to the singular point or not. If so, the information output 25 outputs unique information. The action recognition portion 22 has a configuration, in which a time and a position when the person changes from stop to moving or vice versa are obtained and the time, the position and information on stop or moving are made the action information.
