PROBLEM TO BE SOLVED: To maintain a communication quality, even when there is change in traffic flow. SOLUTION: A communication device, capable of simultaneously outputting up to a predetermined number of beams respectively having a different directivity is placed near an intersection, determines the number of beams to output to the side of a first road and the number of beams to output to the side of a second road, among the beams that can be simultaneously outputted, respectively, according to an acquired traffic flow, and outputs beams for communication of the determined number of the beams to the first road and the second road, respectively.
