PROBLEM TO BE SOLVED: To provide a manual stage with a tilt and turning function formed by coupling a rotating function and a bending function with a manual stage having a direct advancing function, and to provide a tilt and turning stage for rotating and bending a precision apparatus. SOLUTION: This manual stage with the tilt and turning function includes: a bending part 2 having a support plate 5 for supporting a base plate 206 of the manual stage 200, and a spherical ball 8; a rotation part 3 having a ball holding part 9 for holding the ball 8 bendably from the side, and a rotating plate rotating together with the ball 8; and a pedestal part 4 having a ball support part for supporting the ball 8 from the downside, a cylindrical rotating plate receiving part 11 provided with a circular scale 21 and supporting the rotating plate rotatably, and a base part 15 fixed on a base.
