PROBLEM TO BE SOLVED: To reduce user's worries when using a telephone as a communication method. SOLUTION: A telephone service use support device determines a communication method, out of communication methods corresponding to a friendship degrees preliminarily registered by a user A (transmitting side) and a user B (receiving side), according to reference information acquired from an Internet available status, and to the friendship degree of the user A (transmitting side) and the user B (receiving side) associated based on telephone management information acquired from a use situation of a telephone service network.
