PROBLEM TO BE SOLVED: To provide a liquid emulsion composition which contains a large amount of an oil component, has high transparency and a light feeling of use, and excels in anti-inflammatory action and skin whitening action. SOLUTION: The emulsion is obtained by emulsifying an oily anti-inflammatory component or an oily skin whitening component, a lecithin and a polyoxyethylene sorbitan fatty acid ester, an oil component containing a polyhydric alcohol, and water containing a higher alcohol by the high-pressure emulsifying method.
