PROBLEM TO BE SOLVED: To provide an apparatus and method for generating a speech recognition dictionary, capable of suppressing lowering of processing speed, when the speech recognition dictionary is updated and used. SOLUTION: The apparatus for generating speech recognition dictionary includes: an input means for input of a text to be an object for speech recognition from an external device or medium; a storage means in which the text is stored for each file of a predetermined item; a reading data generating means for generating a reading data by analyzing the text; the speech recognition dictionary constituted of content dictionaries in which the reading data of the text is stored for each file of the predetermined item; and a control means for storing the text input through the input means, in the storage means. When the file of the predetermined item including the text stored in the storage means is updated, the control means detects the total number of the content dictionaries, and generates the content dictionary for each updated predetermined item, when the total number is less than a limit value, to update the speech recognition dictionary.
