PROBLEM TO BE SOLVED: To provide a substrate for a surface-emitting object capable of drastically improving the optical take-off efficiency of the surface-emitting object, and an organic electroluminescent (EL) element using the same. SOLUTION: The substrate for the surface-emitting object has an organic/inorganic composite material layer formed on the transparent substrate. The organic/inorganic composite material layer has a particle 1 with a refraction index NA, the particle 2 with a refraction index NB, and resin with a refraction index NC; and satisfies such a following relational expression (1) as NA>NB>NC.
