PROBLEM TO BE SOLVED: To provide a heating roll including a metal cylinder body having a roll layer formed on the outer peripheral face, and a heating element arranged inside the metal cylinder body, having improved heat responsiveness and uniform heat distribution in the axial direction. SOLUTION: Inside the hollow metal cylinder body 10, a heat transmitting member 22 is stored which is formed by compressing and shaping a carbon graphite sheet and which has a sheath heater 17 inserted into an insertion hole 23 formed in the center. There is no clearance between the outer peripheral face of the sheath heater 17 and the inner peripheral face of the insertion hole 23 of the heat transmitting member 22, and no clearance between the outer peripheral face of the heat transmitting member 22 and the inner peripheral face of the cylinder body 10. Heat from the sheath heater 17 is transmitted via the heat transmitting member 22 to the metal cylinder body 10 to keep the temperature distribution uniform in the axial direction of the metal cylinder body.
