<p><P>PROBLEM TO BE SOLVED: To provide a transient phenomenon recording device and recording method, which collect and display only normal process data guaranteed with time synchronization. <P>SOLUTION: Each high-speed process input unit 10a, 10b, 10c includes a time qualified process data period transmission processing part 106. The transmission processing part 106 adds time information and time quality to process data acquired from plant equipment 1, and creates transmission data. A transient phenomenon recording server 20 includes a time-quality determined process data reception processing part 205.
