<P>PROBLEM TO BE SOLVED: To provide an order processing server and the like for processing the order of merchandise purchase designating budget items to be drawn to merchandise purchase from among a plurality of available budget items. <P>SOLUTION: Budget items available for each applicant who applies for the purchase of merchandise are stored in an order processing server, and when merchandise to be purchased is selected, the available budget items and a budget balance are transmitted to an applicant terminal, and the budget items to be drawn to each merchandise whose purchase has been applied for by the applicant terminal are selected, and the string-association of the merchandise and the budget items is performed.
