<p><P>PROBLEM TO BE SOLVED: To highly precisely identify facial expressions of a person included in an image or the individual. <P>SOLUTION: A parameter setting part 1,300 sets a parameter for generating a gradient histogram showing the gradient direction and the gradient strength of a pixel value on the basis of a face detection result from a face detection part 1,100. Furthermore, a gradient histogram feature vector generation part 1,400 sets a region (one cell) being the object of the generation of the gradient histogram from the detected region of the face, and generates a feature vector by generating the gradient histogram by a region.
