PROBLEM TO BE SOLVED: To obtain a radio communication method which improves throughput of a TCP. SOLUTION: A base station includes a downlink scheduler 14 which manages a retransmitting situation of a packet by each mobile station, performs control for transmitting the packet to satisfy predetermined conditions can raising transmission probability when it is recognized that retransmission of the packet to the mobile station continuously fails for over the predetermined number, and performs control for transmitting the packet by normal transmission probability when it is not recognized that retransmission of the packet to the mobile station continuously fails for over the predetermined number.
