PROBLEM TO BE SOLVED: To provide a tire performance predicting device capable of predicting the performance of a tire accurately and shortening the predicting time. SOLUTION: The tire performance predicting device includes a tire model setting part 331 which sets a tire model 100, and a performance predicting device 333 to predict the performance of the tire by rolling the tire model 100 on a road surface model 200 set by a road surface model setting part 332 under the preset boundary conditions. The performance predicting part 333 predicts the performance of the tire through such a procedure that a tread model is rolled on the road surface model under the boundary conditions including the information concerning the physical properties of the undersurface 102 among the surfaces constituting the elements mating with the tread part, which is confronting the oversurface 101 on the side contacting with the road surface model 200.
