PROBLEM TO BE SOLVED: To manage processing time on a reproduction side, when a multichannel audio signal is to be coded at a variable compression rate. SOLUTION: Prediction circuits 13D1, 13D2, and 15D1-15D4, and buffer selection units 14D1, 14D2, and 16D1-16D4 predictively encode six-channel audio signals. A decoding time stamp (DTS) generating unit 17 generates decoding time stamp information, indicating the timing for reading compressed data in an input buffer 22a on a decoding side, according to the prediction coding data amount for each channel. A formatting circuit 19 performs formatting to create a data structure, having a packet header containing the decoding time stamp information and a packet containing user data containing the compression data.
