PURPOSE: A device and a method for detecting a motion using a frame average value are provided to finely correct a motion and reduce previous frame access time, thereby increasing a bandwidth during high speed signal processing. CONSTITUTION: A signal determining unit determines a horizontal effective pixel number and a vertical line number of an image signal inputted through an image signal input unit. An N factor and area setting unit(400) sets a section whose average value is calculated from the horizontal and vertical information and a value of a register unit. An average value calculating unit(500) has the set information to calculate an average value(M). A motion change detecting unit(600) obtains the calculated average value and a change(V) of a pixel unit which is being scanned. |
