PURPOSE: A heat-sealing device of a packing bag manufacturing apparatus is provided to smoothly fuse polyethylene and polypropylene films, which are easily elongated with low heat, by simultaneously performing heating and cooling. CONSTITUTION: A heat-sealing device of a packing bag manufacturing apparatus comprises a heater(21) and a cooler(22). The heater is installed to be vertical and parallel to the transfer direction of film materials. The cooler is correspondingly installed under the heater. The heater contacts the cooler while performing heating so that the film materials transferred between the heater and the cooler are simultaneously heated and cooled to be fused.
