<p><P>PROBLEM TO BE SOLVED: To use line capacity effectively and improve a response time while one failure does not affect the whole system, by dispersing data request management without using a centralized control. <P>SOLUTION: A server A1, and a server B2 transmit autonomously data request packets 121, 122 to a controller 11 in the same IP multicast group 4, and thereby the data is requested autonomously while centralized control is not performed. Through the data request packets 121, 122 including T. O. time 111 and 112, the server A1 and the server B2 communicate with the controller 11. In the controller 11, it is compared with the time-out period managed in itself, every time it is requested; and the set value of the time-out period is renewed.
