<p><P>PROBLEM TO BE SOLVED: To effectively use a buffer of communication equipment on the receiving side in the communication equipment which receives data transmitted from a transmitting terminal and transmits the data to the communication equipment on the receiving side connected with a receiving terminal. <P>SOLUTION: A data amount measurement means 1b measures an amount of data to be transmitted to the communication equipment 2 on the receiving side per time required for the data to go back and forth between communication equipment 1 and the communication equipment 2 on the receiving side. A counter means 1c counts the data to be transmitted to the communication equipment 2 on the receiving side from a value of the data amount of the data amount measurement means 1b to a value of an area where the buffer 2a further holds the data from an upper limit value upon receiving notification that the buffer 2a which temporarily holds the data reaches the upper limit value from the communication equipment 2 on the receiving side.
