PURPOSE: A heavy water target device for producing isotopes is provided to reduce the temperature and pressure of a cavity by forming a thermo-chemical stabilizing layer on the inner surface of the cavity. CONSTITUTION: A cavity member(20) has a cavity, a front opening and a rear opening. A front thin film covers the front opening. A rear cover member(40) covers the rear opening. A front cooling member(50) is combined with the cavity member to prevent the front thin film from being inflated. A central cooling member(60) supplies cooling water along the cavity. A rear cooling member(70) is combined with the rear cover member.
