PURPOSE: A mobile communication system without interworking of PCRF and a method thereof are provided to offer endless service by applying basic PCC rule to a call from P-CSCF. CONSTITUTION: A mobile communication systems includes PCRF(Policy and Charging Rule Function)(40), P-CSCF(Proxy-Call Session Control Function)(50) and GGSN(Gateway GPRS Support Node)(30). The PCRF decides PCC(Policy and Charging Control) rule. The PCC rule is applied to a requested call from a user terminal(10). If the PCRF is in an abnormal state, the P-CSCF applies the basis PCC rule to the call. According to the basis PCC rule, the GGSN offers the call.
