PURPOSE: A light emitting member control device for a pillar, a control method thereof, and a pillar for a road are provided to charge an electricity storage module by using the wind. CONSTITUTION: A solar cell module(100) converts sunlight into electrical energy. A electricity storage module(400) charges electrical energy. A charge module(300) charges the electricity storage module by using electrical energy transformed in the solar cell module. A light emitting module emits light by using electrical energy charged in the electricity storage module. A first switching module(600) turns on and off the electric connection between the electricity storage module and light emitting module. A control module(500) measures the amount of electrical energy transformed in the solar cell module.
