PROBLEM TO BE SOLVED: To easily predict a longest waiting time spent until a command is input while a command input device efficiently and equally changes a command to each router. SOLUTION: The command input device 10 divides a group of commands into an emergency command queue and a normal command queue by router 20 of an input party when the group of commands to each router 20 is received (phase 1). Then, when no command with which each router 20 is input left, the prescribed number of groups of commands are shifted to a buffer queue preferentially from the emergency command queue (phase 2). Next, the groups of commands shifted are accumulated by dividing them into a set system command queue and a non-set system command queue (phase 3). A session control unit 125 selects a group of commands from the set system command queue or the non-set system command queue on the basis of each router 20 and the session state and inputs them in the router 20.
