There is provided a melting kneading devolatilizing extruder in which the surface renewability of a molten raw material is improved. The melting kneading devolatilizing extruder of the invention includes at least one surface renewable screw segment each including a plurality of discs that are arrayed such that a phase angle E, which is a deviation angle between the discs around an axis of a screw, is 0°<E<90° within a surface renewal region, and the surface renewable screw segment includes a void portion between the discs so that the discs are arranged at intervals in a direction of the axis of the screw.
