PROBLEM TO BE SOLVED: To surely start an engine by storing a sufficient torque in a force storage spiral spring, without being influenced by the starting resistance value of the engine. SOLUTION: This starter of a small engine starts the engine by transmitting the rotation of a sel-motor 1 stored in a force storage mechanism to a driving pulley via a cam plate 2, by arranging a cam plate 2 for transmitting rotation to the engine side and the force storage mechanism by the force storage spiral spring 12 between the engine and the sel-motor 12. Until the torque added to the cam plate 2 from the force storage spiral spring 12 becomes a starting torque required for starting the engine, a force is stored by winding and fastening the force storage spiral spring 12 by the rotation of the sel-motor 1 by regulating the rotation of the cam plate 2 by a stopper 17, and storage force of the force storage spiral spring 12 is released by releasing the regulation of the stopper 17.
