PROBLEM TO BE SOLVED: To digitally correct image distortion, and to improve image quality by encoding afterwards. SOLUTION: An apparatus has: a luminance signal-processing means for performing a digital process about a luminance signal of an input image; a color signal-processing means for performing the digital process for a color signal of the input image; a distortion correcting means 130 for performing distortion correction of an image by being supplied with the luminance signal and the color signal subjected to the signal processing at the luminance signal-processing means and the color signal-processing means; and an encoder 143 for generating an analog composite video signal from the luminance signal and the color signal output from the distortion correcting means.
