PROBLEM TO BE SOLVED: To solve problems wherein the blood flow force is impaired by the arteriosclerosis, deterioration of the cardiac function, etc. caused by a decline in physical strength especially for the aged while use of underpants and socks is indispensable for human life, wherein the ankle is medically considered as a region to most often swell, and wherein various trouble occurs if the ankle is tightly compressed by a ribbed part of the underpants or socks while the underpants or especially socks are indispensable in daily life. SOLUTION: An external protection plate of the ankle edema blood-flow protector has such strength as durable against the circumferential pressure of the ribbed part of the underpants or socks. First, a thermal fabric is freely and loosely wound around the external protection plate for forming an appropriate gap to the skin of the ankle, and further, the external protection plate is fixed by a Magic Tape (R) slightly thicker than the ankle, so that the pressure of the ribbed part is completely blocked and the blood flow is retained.
