PROBLEM TO BE SOLVED: To solve the problem that a wind collector and wind power plate are broken under a large wind pressure applied thereto in a strong wind although the area between wind collectors on the windward side receiving wind to increase a wind pressure blowing against a wind power plate is required to be widened. SOLUTION: Before strong wind blows against a wind collector at a place for collecting wind and a wind power plate at a place for converting wind into propulsion, the strong wind is released by directing the wind collector or wind power plate toward the leeward direction or in parallel with the leeward direction by an arbitrary means, thereby preventing the wind turbine, wind power plate, or column from being broken.
