PROBLEM TO BE SOLVED: To provide a sleeping condition decision instrument or the like which permits an appropriate decision to be made about whether the sleeping condition is sleeping or awake and furthermore getting up or staying on the bed on the basis of the amount of activity to date of a subject of measurement. SOLUTION: The sleeping condition decision instrument has a vibration detection section 110 detecting the vibration of a sleeper on the bed, and an activity amount computing section 140 computing the amount of activity of the sleeper every sampling unit time on the basis of vibration detected by the vibration detection section 110, and computes the sum total of a value obtained by multiplying the amount of activity at a current time and the amount of activity computed before the current time by a correction factor weighted in accordance with time as a sleep decision value, decides that the sleeping condition is sleeping when the sleep decision value exceeds a prescribed threshold value, and decides that the sleeping condition is awake when the sleep decision value is other than excesses over the threshold value.
