PROBLEM TO BE SOLVED: To provide a power supply controller, a power supply, and a power supply control method, which control a periodic signal for instructing generation of a control signal used for switching control of the output voltage according to a potential difference between the input voltage and the output voltage. SOLUTION: The power supply controller includes: a signal generation unit which compares a difference between the output voltage and a first reference voltage with a second reference voltage, and generates the periodic signal which instructs generation of a control signal used for switching control of the output voltage if the difference exceeds the second reference voltage, or stops generation of the periodic signal; and a regulation unit which regulates the second reference voltage by the difference between the input voltage and the output voltage.
