PROBLEM TO BE SOLVED: To provide a circuit board design device, a circuit board design method and a circuit board design program, more specifically, which can make arrangement of parts to a circuit board dense, while giving consideration to the restriction by an appearance inspection device, etc. SOLUTION: The circuit board design device includes a part information DB that stores information on the shape of parts and information on a pre-assigned area; an arrangement information DB that stores information on the arrangement of parts; an adjacent parts extraction means that acquires position information at the time, when arrangement object parts are moved on a circuit board and extracts the adjacent parts based on the position information and the arrangement information; a first interference check means that checks interferences between the shape of the adjacent parts and the pre-assigned area for the arrangement object parts; a second interference check means that checks interferences between the pre-assigned area for the adjacent parts and the shape of the arrangement object parts; and an arrangement determination means that determines that the arrangement is possible, when there are no interference in the check by the first and second interference checking means.
