PROBLEM TO BE SOLVED: To provide an electromagnetic flow meter, using the dual-frequency excitation method which can achieve stable flow measurement, even when an exciting current value is small. SOLUTION: The electromagnetic flow meter 100 applies magnetic fields, having two different frequencies having a first frequency and a second frequency which is lower than the same to a fluid under measurement; calculates a first flow, on the basis of a signal generated by the magnetic field having the first frequency; calculates a second flow, on the basis of a signal generated by the magnetic field having the second frequency; and calculates a third frequency, on the basis of the first flow and the second flow. The flow meter includes a stability determination means 111 for determining the stability of the first to third flows and a flow selection means 112 for selecting any one among the first to third flows, on the basis of the stability determined by the stability determination means 111.
