PROBLEM TO BE SOLVED: To provide an electric leakage preventing monitoring system capable of preventing the generation of a high voltage of an electric path of a secondary side due to contact of a transformer of a high voltage power receiving facility, and detecting a ground fault of the electric path of the secondary side to ensure safety level and continuing power supply. SOLUTION: An electric leakage preventing device 15 for preventing an electric leakage of the low voltage electric path 14 of a secondary side of the transformer 11 of the high voltage power receiving facility is installed between one end of the secondary side of the transformer 11 and the ground. The device 15 is formed by connecting in parallel a current limit element 16 for suppressing a current flowing between one end of the secondary side of the transformer 11 and the ground to be lower than an operation setting value of a ground fault current relay, and a voltage limit element 17 for suppressing the voltage of the secondary side of the transformer 11 to be less than a predetermined voltage when the primary side contacts the secondary side in the transformer 11. Also, when a current flowing to the electric leakage preventing device 15 becomes a predetermined value or more, a monitoring device 19 outputs an alarm to inform that electric leakage occurs.
