An exterior cladding and support system for a wall, includes an insulator attached to the wall, at east one keel mounting bracket secured to the wall and a keel anchored to the wall through the keel mounting bracket. In addition, the system includes at least one panel mounting bracket secured to the keel and a panel anchored to the panel mounting bracket. A method of constructing/refurbishing a wall is also provided.
