The present invention relates to stable emulsions of refinery residue, as well as to a method for producing such emulsions of refinery residue and asphalts in water. The emulsions of the present invention contain 60 wt% to 90 wt% of the hydrocarbon, and display levels of viscosity several orders of magnitude lower than the viscosity of the hydrocarbon. Said viscosity of the emulsions can be controlled by changing the average diameter and the distribution of drop diameters in the emulsion. The emulsions according to the present invention are suitable for use as fuel in electric power plants and as asphalt for roads, since the low viscosity and stability of said emulsions allows said emulsions to be transported, handled and stored at room temperature.
