IMAGE DECODING METHOD

PROBLEM TO BE SOLVED: To provide an image decoding method which improves its coding efficiency.

SOLUTION: The image decoding method includes a deriving step of deriving the expected value of the number of non-zero coefficients included in decoding object blocks based on the member of non-zero coefficients which are coefficients other than zero included in a plurality of decoded blocks including a plurality decoded blocks including decoded block in upper adjacency to the decoding object block and being decoded blocks positioned in the periphery of the decoding object blocks; a selecting step of selecting variable-length tables based on the expected value derived by the deriving step; and a variable-length decoding step of performing a variable-length decoding to the code sequences in which the number of the non-zero coefficients is coded by using the variable-length code tables selected by the selecting step.
