<p><P>PROBLEM TO BE SOLVED: To construct a highly precise synonym dictionary, concerning a synonym dictionary construction device and method. <P>SOLUTION: A synonym candidate extraction part 12 extracts a character string pair appearing in document data based on a predetermined rule as mutual synonym candidates. A relevancy management part 13 derives a first relevancy value that is weighted lighter as the relevancy of one character string to the other character string becomes high, and drives a second relevancy value that is weighted lighter as the relevancy of one character string to the other character string becomes high, and stores the first relevancy value and the second relevancy value in association with the character string pair.
