PROBLEM TO BE SOLVED: To appropriately reconstitute a cell by taking into consideration traffic and an interference condition. SOLUTION: A DSP 215 checks the traffic of a control channel to be transmitted to each terminal, and obtains the total T<SB>i</SB>of traffic of the control channel by each remote wireless unit i. The DSP 215 converts a correlation matrix R obtained by an analyzing part 218 into a partially orthogonalized partial orthogonal matrix R'. The DSP 215 divides one of a plurality of remote wireless units into groups in response to the order of a row or a column in the partial orthogonal matrix R', so as to allow the total of the traffic in each group, which is obtained by adding the totals of the traffic of one or a plurality of remote wireless units in each group, to be equal to or less than a predetermined threshold, and then, stores the identification numbers of the remote wireless units in each group in a memory 220.
