PROBLEM TO BE SOLVED: To prevent energy from being uselessly wasted by discharging resistance energy as heat since a constant resistance force is mechanically made to act on a roll for obtaining back tension required in winding, in a conventional tension roll device. SOLUTION: The tension roll device is arranged in a front stage of a winder of a slitter line of a metallic coil, and constituted of pinch rolls 4, 6 and 8 rotating by contacting with a carried metallic strip S, nip rolls 3, 5 and 7 for pressing the metallic strip to these pinch rolls, a deflecting roll 10 for detecting a carrying speed of the metallic strip, and a motor for driving the pinch rolls based on a value detected by the deflecting roll.
