PROBLEM TO BE SOLVED: To reduce an installation cost, a power cost and a maintenance cost of a base station without roaming charges. SOLUTION: Information is transmitted to show that the base station is connectable to networks of plural business entities. From a mobile terminal having received the information, the mobile terminal receives information containing a business entity code for identifying the business entity under a contract, and a connection between the business entity network of the received business entity code and the mobile terminal is established. Thereafter, a location registration for registering a position of the mobile terminal is required to the business entity network in which a connection with the mobile terminal is established.
