PROBLEM TO BE SOLVED: To provide an earth fill-stabilizing construction method for achieving excellent drain performance of water permeated into the earth fill and obtaining high effect of reinforcing the earth fill. SOLUTION: In this construction method for constructing a stable soil structure when water such as rainwater or the like permeates into the earth fill, a plane-like reinforcing member is laid so as to be vertically sandwiched by upper and lower granular materials, the upper and lower granular materials sandwiching it are used as water drain layers, the friction force acting on the plane-like reinforcing member is ensured and the effect of reinforcement is obtained, and the water permeated into the earth fill is drained through the water drain layers. Alternatively, the plane-like reinforcing member constituted by integrally molded or connected with a gabion or a wall surface member having a basket frame shape is laid so as to be vertically sandwiched by the upper and lower granular materials, the upper and lower granular materials sandwiching it are used as the water drain layers, the friction force acting on the plane-like reinforcing member is ensured and the effect of reinforcement is obtained, and the water permeated into the earth fill is drained using the water drain layers and the wall surface member.
