PROBLEM TO BE SOLVED: To provide an emulsion dispersion-stabilizing agent by which water is added to heavy oil A, heavy oil B, heavy oil C, kerosene, light oil or machine oil, lubricating oil and their waste oils as fuel oil objects, and emulsified to manufacture fuel oils which do not separate in preservation; and water is completely dissolved in oils. SOLUTION: This agent for use in the dissolution of water added in an oil, consists essentially of fatty acid methyl ester compounds derived from fauna and flora-oils or from waste edible oils, and nonionic surfactants in micelle state having a lipophilic group and a lipophobic group, such as a fatty acid diethanol amide.
