PROBLEM TO BE SOLVED: To provide a fixing device controlling applying timing of foamy fixing solution by a coating member while preventing deterioration of fixing property and lowering of productivity, and also to provide an image forming apparatus including the fixing device. SOLUTION: In the fixing device 6, the applying timing of the foamy fixing solution F by a coating roller 141 in a coating position C is controlled without changing a position of a surface of the coating roller 141 in the coating position C, because a contact/separation control part 250 being contact/separation control means, controls contact/separation in a contact position G of a surface of a thin film forming belt 151 that is an upstream-side fixing solution carrier, and a surface of the coating roller 141 that is a downstream-side fixing solution carrier.
