PROBLEM TO BE SOLVED: To provide a new compound useful for the treatment of inflammatory or allergic conditions, particularly inflammatory or obstructive airway diseases. SOLUTION: The compound of formula Ia or Ib in a free form or a salt form (wherein, Ar, X1, X2, m, R1, Q, Y, R2and R3represent each a specific substituent or a specific integer) is useful for treating conditions that are mediated by CCR-3, for example the inflammatory or allergic conditions, particularly the inflammatory or obstructive airway diseases.
