PROBLEM TO BE SOLVED: To provide a device and method for updating of map data, capable of maintaining connection relationship between adjacent meshes, even without changing link numbers of a new map file. SOLUTION: When updating the map data, a map update processing unit 63 acquires (1) a new map file of a prescribed area and (2) correspondence information LPTB between a link ID of the link identified by link record contained in the new map file and a permanent link ID of the link in a system wherein a link ID is made permanent, refers to the correspondence information, adds an permanent link ID to each link record of the new map file, adds information for identifying the adjacent area and the permanent link ID of the link of the adjacent area connected to the node to node record of a node existing on a boundary between areas, and updates a map by replacing the old map file in the map data with the new map file to which the permanent link information is added.
