PROBLEM TO BE SOLVED: To provide a facility diagnosis device and a facility diagnosis method capable of diagnosing an operation state highly accurately in a short period, with respect to a facility executing a plurality of different operations as well. SOLUTION: This facility diagnosis device 1 includes: a sound collection part 10 for collecting operation sounds generated from the facility 2; a storage part 13 for storing a reference spectrum which is a time frequency spectrum of an operation sound of the facility 2 in a prescribed period when a plurality of operations of the facility 2 are executed, when the facility 2 is operated normally; a time frequency analysis part 21 for calculating the time frequency spectrum corresponding to operation sounds during a prescribed period, by performing time frequency conversion of operation sounds during the prescribed period collected by the sound collection part 10; a comparison part 22 for specifying a spectrum component corresponding to each operation sound in the plurality of operations of the facility 2, by comparing the time frequency spectrum with the reference spectrum; and a determination part 23 for determining whether an abnormality is generated in facility 2 or not, based on each spectrum component.
