PROBLEM TO BE SOLVED: To provide a beautifying agent and a melanogenesis-inhibiting agent that comprise as an effective ingredient a plant extract exhibiting excellent melanogenesis-inhibiting actions and are highly safe, and a skin care preparation for external use comprising the same. SOLUTION: The beautifying agent and the melanogenesis-inhibiting agent comprise an extract of one or two or more plants selected from the group consisting of Goniolimon speciosum, a plant of the family Plumbaginaceae, Patrinia sibirica, a plant of the family Valerianaceae, Spiraea aquilegiifolia, a plant of the family Rosaceae, Ajania achilleoides, a plant of the family Asteraceae, Parnassia palustris, a plant of the family Saxifragaceae, Thymus gobicus, a plant of the family Lamiaceae, Trollius asiaticus, a plant of the family Ranunculaceae and Arctogeron gramineum, a plant of the family Asteraceae.
